USM Strategic Plan
In its 1999 session, the General Assembly of Maryland directed the
Regents of the University System of Maryland (USM) to develop a
strategic plan for the University System, one that is consistent
with the state plan for higher education and that incorporates the
principles and priorities for higher education articulated in state
law. The plan, approved by USM's Board of Regents on July 7, 2000,
was "The USM in 2010: Responding to the Challenges that Lie Ahead."
That plan outlined what the University System of Maryland can and
ought to be in the year 2010, identified challenges USM faced in
realizing the plan, and articulated specific, measurable strategies
USM institutions must undertake in order to succeed.
In 2003, USM undertook an update of its strategic plan in order
to address the changes that have occurred in both the state and the
system since the strategic plan was approved three years earlier.
The revised plan, "The USM in 2010: An Update of the USM Strategic
Plan," lays out a new vision for USM and its institutions, as well
revised goals and strategies for achieving that vision. In addition,
the updated plan specifies the core values and accountability
measures that will guide and inform USM as it acts to fulfill
its goals and achieve its vision.
The revised strategic plan for USM was adopted by the Board
of Regents on Febuary 13, 2004, and is presented below. As with
all effective strategic plans, it is intended to be a "work in
progress," reviewed annually and updated and amended as necessary
based on stakeholder feedback and the evolving needs of the state.
