I - 4.00 - POLICY CONCERNING THE ESTABLISHMENT OF
INSTITUTIONAL BOARDS
(Approved by the Board of Regents, February 1, 1989 and
March 1, 1989, revised April 16, 2004)
1. Each President or other chief executive may establish
an Institutional Board, as authorized in Section 12-
109(E)(15) of the Education Article, to provide advice,
assist in community relations, assist in institutional
development, or provide any other assistance requested by
the President or chief executive.
2. Prior to the establishment of an Institutional Board,
each President or other chief executive shall submit to the
Chancellor for approval by the Board of Regents a proposal
for such a Board, to include the proposed role of the Board
and the number and composition of its membership.
3. Members of an Institutional Board may be drawn from the
general public and from the campus or unit but may not
include members of the University System of Maryland Board
of Regents or the Maryland Higher Education Commission,
elected State officials, or appointed State officials of
cabinet rank. Members may serve at the pleasure of the
President or chief executive or for a term, as established
in the proposal. The names of the members shall be
submitted annually to the Chancellor, as requested.
4. Once approved, the proposal may be amended on the
recommendation of the President and the approval of the
Board of Regents. Proposals to amend may include changes in
the number and composition of the membership, the role of
the Institutional Board, or its abolition.
5. The President or other chief executive shall call the
meetings of the Board and shall set the agenda.
6. Members shall serve without compensation but shall be
entitled to reimbursement for expenses in accordance with
the State or University Standard Travel Regulations.
Effective Date: This policy shall become effective on
adoption by the Board of Regents.
