Effectiveness and Efficiency Initiative
The University System of Maryland is implementing an Effectiveness and
Efficiency Initiative (E&E) to optimize the use of system resources and yield
an estimated $26.6 million in savings and costs avoidance by June 30, 2006.
The savings will be redirected to help the system:
- maintain nationally eminent academic, research, and service programs;
- accommodate a growing student enrollment;
- moderate tuition increases.
Since FY 2002, the system has accommodated an additional 5,500
full-time-equivalent students and lost 700 filled personnel positions
in its state-supported budget. During this same period, the system has
absorbed about $75 million in increased costs each year while state general
funds have decreased by more than 12 percent.
E&E action will help the system reposition itself for success in this
very challenging environment, while it continues to work for a renewal
of state investment in higher education. To learn more about the USM
